Stages of commissioning

After completing the installation of any, but especially complex equipment, it is necessary to check it for operability and serviceability, which determines the corresponding work. In the PNR it is customary to distinguish 4 stages:

  1. Preparatory stage. The project and program of the commissioning project are being developed here. The customer provides documentation, and the contractor carries out the work. In addition, at this stage a commission is formed that will be able to accept the equipment after the completion of the commissioning work.
  2. Electrical installation combined with commissioning work. Carried out in the case of power supply when connected according to a temporary scheme. The result of this stage is a protocol of the results of testing the functionality of the equipment in the event of high voltage supply.
  3. Individual testing. At this stage, the equipment status is defined as “put into operation.” Personnel appointed by the customer are responsible for its maintenance at this stage.
  4. Due diligence. At the last stage, it is necessary to draw up documents indicating the technical readiness of the equipment for comprehensive testing. Here, all systems are configured in accordance with their technological interaction, and the testing itself is carried out in various operating modes (with different speeds, performance).

Equipment maintenance (unless otherwise provided by the contract) is provided by the customer. The completion of the verification is considered to be the phase of achieving the design parameters. After which the contractor (more often) or the customer draws up a commissioning act, which confirms the completion of the work under the contract.

Electrical devices undergo complex commissioning and commissioning, in accordance with the provisions of SNiP 3.05.06-85, in 4 stages. At the first stage, during the development of the work program for commissioning, the customer is notified of comments on the project. By the second stage - commissioning and commissioning under conditions of temporary voltage supply - all construction work must be completed and grounding must be carried out. At the third stage, the equipment is tested with increased voltage. At the fourth stage, a comprehensive test is performed.

When carrying out commissioning and commissioning of ventilation, according to SNiP 3.05.01-85, the process takes place in two stages: first, each installation is checked separately, and then, when a report is drawn up, the entire ventilation system is tested. If the volume of work is large, specialists from the SES and a technical inspector are involved in the process.

In the fire alarm acceptance procedure, the order of work is controlled by a commission specially created by order of the customer, guided by SNiP 3.01.04-87 and RD 78.145-93. When accepting a fire alarm, the installation and commissioning organization and state fire supervision authorities must have technical documentation, technical passports, certificates, completion certificates, and preliminary test reports.

The procedure for drawing up a commissioning act

The commissioning act confirms the completion of the work provided for in the contract and the successful launch test. Such a test confirms the correctness and quality of assembly, the functionality of the equipment and must be documented and signed by the interested parties.

Both parties are interested in documentation. The customer is convinced of the operability of the equipment, but the contractor, by the presence of the document, guarantees himself the absence of claims in the future from the recipient.

The act indicating the successful completion of commissioning work is also considered the final accounting document, referring to the form of primary accounting documentation. Therefore, without signing it, it is impossible to issue a final invoice from the customer to the contractor for the transfer of funds. In addition, according to Federal Law No. 402, details must be indicated.

There is no single format for such an act. It is negotiated at the approval stage, becoming an annex to the cooperation agreement, and, if necessary, additions are made to it containing nuances that are important for a particular case. However, based on practice, we can name the general requirements for this document:

  1. Correspondence between the name of the act and the name provided for in the contract.
  2. Mandatory indication of details according to the main contract. This applies to information about all parties to the contract.
  3. Displays the current date and period of work.
  4. Indication of the scope of work and cost (including VAT as a separate value).

In addition, intermediate documents are added to the act in the form of an appendix - for example, if necessary, acts of carrying out individual stages of the work performed. The commissioning act is considered an annex to the main contract, and the work completion act is considered part of the completion act. 1. General Provisions

General information about the request for proposals procedure

A request for proposals is not a competition, and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This request for proposals procedure is also not a public competition and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose a corresponding volume of civil obligations on the Organizer.

The Notice published in accordance with clause 1.1.1, together with its integral attachment - this Documentation, is an invitation to make offers and must be considered by Participants with this in mind.

The Participant's Proposal has the legal status of an offer and will be considered by the Organizer accordingly, however the Organizer reserves the right to allow or invite Participants to make changes to their Proposals as the stages of the request for proposals progress. The Organizer reserves the right at the last (final) stage of the request for proposals to establish that the Participants' Proposals submitted at this stage must be in the nature of a firm offer that is not subject to further changes.

In everything that is not regulated by the Notification of the request for proposals and this Documentation for the request for proposals, the parties are guided by the Civil Code of the Russian Federation.

Appeal

1.2.1. All disputes and disagreements arising in connection with the Request for Proposals, including those relating to the fulfillment by the Organizer and Participants of their obligations, must be resolved through a claim procedure. To implement this procedure, the interested party, in the event of a violation of its rights, must file a claim with the other party. The party receiving the claim must send the other party a reasoned response to the claim within 10 business days from the date of its receipt.

1.2.2. The foregoing does not limit the rights of the parties to go to court in accordance with current legislation.

Other provisions

Participants themselves bear all costs associated with the preparation and submission of the Proposal, and the Organizer is not responsible for these costs and has no obligations, regardless of the progress and results of this request for proposals.

The Organizer ensures reasonable confidentiality regarding all information received from Participants, including those contained in Proposals. Providing this information to other Participants or third parties is possible only in cases expressly provided for by the current legislation of the Russian Federation or this Documentation.

The Organizer has the right to reject the Proposal if it establishes that the Participant directly or indirectly gave, agreed to give or offered to an employee of the Organizer, remuneration in any form: work, service, any value, as an incentive that may influence the Procurement Commission’s decision on determination of the Winner.

1.3.4. The Organizer has the right to reject Proposals from Participants who have entered into any agreement with each other in order to influence the determination of the Winner of the Request for Proposals.

2. Subject of purchase

2.1.1 The subject of the purchase is the selection of a counterparty to perform design and survey work (R&D) and construction and installation work (CEM) for the project “Organization of a combined communication center (TMUS/TZUS) based on packet switching equipment.”

2.1.2. Requirements for purchased materials are specified in Appendix No. 1 to this tender documentation.

2.1.3. Proposals of Participants must be drawn up in accordance with the samples of basic forms of documents given in paragraphs 4.1.-4.5. of this Request.

2.1.4. Period for which the contract is planned to be concluded: until the end of the calendar year.

2.1.5. Type of payment: advance payment 15%

2.1.7. Payment procedure: Advance payment of 15% of the contract cost is made within 10 banking days from the date of signing the contract, based on the invoice issued by the contractor within 5 working days from the date of signing the contract.

Full payment (85%) is made after the design and survey work is completed in full within 10 banking days on the basis of an invoice issued by the contractor within 5 working days from the date of signing the Work Acceptance Certificate

2.1.8 Type of liability for failure to fulfill obligations under the contract: if, through no fault of the Customer, the deadlines for completing work stages and/or eliminating defects, including during the warranty period, are violated, the Contractor pays the Customer a penalty in the amount of 2% of the contract price for each day of delay.

The Contractor, at his own expense, compensates the Customer for all losses associated with both damage to the Customer’s property and claims of other persons for damage to the property of these persons arising in connection with the performance of work

The organizer of the request for proposals is responsible for fulfilling the conditions of the Notification of the request for proposals and the Procurement Documentation only to those Participants in the request for proposals who received the Procurement Documentation in the manner specified in clause 3.3.1.

3.4. Preparation of Proposals

3.4.1. General requirements for the Proposal:

The Participant must prepare a Proposal that includes:

Letter of proposal submission in the form and in accordance with the instructions given in this Documentation (Appendix No. 2);

The price proposal in accordance with the instructions given in this Documentation for the request for proposals (Appendices No. 4) is drawn up in two authentic copies;

Participant Questionnaire (Appendix No. 5);

3.4.1.6. Documents confirming the Participant’s compliance with the requirements of this Documentation for the request for proposals (subsection 3.5.2.).

3.4.1.7. The participant has the right to submit only one price proposal. In case of violation of this requirement, all Proposals of such Participant are rejected without consideration on their merits.

3.4.1.8. Each document included in the Proposal must be signed by a person entitled, in accordance with the legislation of the Russian Federation, to act on behalf of the Participant without a power of attorney, or by a person duly authorized by him on the basis of a power of attorney. In the latter case, the original power of attorney is attached to the Proposal.

3.4.1.9. Each document included in the Proposal must be sealed by the Participant.

3.4.1.10. Documents (sheets and information envelopes) included in the Proposal must be fastened or packaged in such a way as to prevent accidental loss or movement of pages and information envelopes.

3.4.1.11. No corrections to the text of the Proposal will be effective unless such corrections are certified by a handwritten inscription “as corrected” and a handwritten signature of an authorized person located next to each correction.

Proposals drawn up in accordance with the requirements of the procurement documentation must be delivered to OJSC MGTS no later than 15:00 (Moscow time) on October 18, 2010.

Applicants seal the original and electronic copies of the Proposal in inner envelopes, which indicate “ORIGINAL PROPOSAL”, “ELECTRONIC COPY OF PROPOSAL”.

Inner envelopes are placed inside one outer envelope.

3.4.2. Sentence language requirements

3.4.2.1. All documents included in the Proposal must be prepared in Russian.

3.4.2.2. The organizer has the right not to consider documents that have not been translated into Russian.

3.4.3. Explanation of the RFP Documentation

3.4.3.1. Participants have the right to contact the Organizer for clarification of this Documentation on the request for proposals. Requests for clarification of the Documentation for the request for proposals must be submitted in writing signed by the head of the organization or other responsible person of the Participant.

3.4.3.2. The Organizer will respond within a reasonable time to any question that it receives no later than 2 days before the deadline for accepting the Proposal. If, in the opinion of the Organizer, the answer to this question will be of interest to all Participants, a copy of the answer (without indicating the source of the request) will be sent to all Participants who officially received this Documentation.

3.4.4. Extension of the deadline for accepting Proposals

3.4.4.1. If necessary, the Organizer has the right to extend the deadline for accepting Proposals by notifying all participants.

3.4.4.2. All Participants who have officially received this Documentation (subsection 3.2.1) are immediately notified of this using operational communication means (telephone, fax, e-mail).

3.5. Requirements for Participants. Confirmation of compliance with requirements

3.5.1. Requirements for Participants

3.6 Evaluation of Proposals and Negotiations

Compliance of the commercial and technical proposal with the requirements of this Documentation.

During the qualifying stage, the organizer may request Participants to provide clarifications or additions to their Proposals, including the submission of missing documents. In this case, the organizer does not have the right to request clarifications or demand documents that change the essence of the Proposal.

3.6.2. Conduct of negotiations

After reviewing and evaluating the Proposals, the Organizer has the right to negotiate with any of the Participants on any provision of its Proposal.

Negotiations can be held in one or several rounds. The order of negotiations is determined by the Organizer. When conducting negotiations, the Organizer will avoid disclosing to other Participants the content of the Proposals received, as well as the progress and content of the negotiations, i.e.:

Any negotiations between the Organizer and the Participant are confidential;

Neither party to a negotiation discloses to any other person any technical, pricing or other market information relating to those negotiations without the consent of the other party.

3.6.3. Evaluation stage

As part of the evaluation stage, the competition committee evaluates and compares Proposals, including taking into account the results of negotiations, and ranks them according to the degree of preference for the Organizer, based on the criterion of the minimum cost of materials, subject to strict compliance of all participants with the requirements.

Develop a communication organization scheme for the construction of a combined (TMUS/TZUS) communication center based on packet switching equipment.

To organize a transit zone communication center (TZUS) on the network of OJSC MGTS with packet switching, it is necessary to provide for the use of the equipment of the existing transit local communication center (TMUS) KTSh U-SYS manufactured by Huawei Technologies Co., Ltd, located in the buildings:

947 – st. Zhivopisnaya, 8, building 1.

In this case, it is necessary to design the logical and physical separation of equipment taking into account the redistribution of SL, ZSL, SLM in the section TS U-SYS - TZUS AXE-10.

Provide a hardware extension for the U-SYS CTS.

Provide hardware expansion of existing U-SYS technical switches located in buildings:

316 – st. Chertanovskaya, 1b;

391 – st. Domodedovskaya, 4, building 2;

919 – st. F. Poletaeva, 15, building 5;

131 – Vernadskogo Ave., 21, building 3

Coordination of the developed project documentation and design solutions is carried out in the established manner.
